ABSTRACT

The European Union (EU), as a creature of international law, is committed to the principles of responsible multilateralism and the rule of international law. Accordingly, the European Security Strategy must operate within a framework of existing international law. In order to create certainty and stability – both internally and externally – the basis for any EU security intervention should conform to international law, as must its actions during and after the intervention. Accordingly, EU security policy must operate within a framework of international law.
