ABSTRACT
The project of a European security strategy (ESS) is based on a conception of Europe as a single entity. However, throughout the 1990s there was still also ‘another Europe’, a Europe between Russia and the West. Today's complex European identity is not so easy to define because it is one and many at the same time. Identity is never a thing, it is a process of continuous collective redefinition (Campbell 1992).
