ABSTRACT

In the 1994 Human Development Report, security was redefined to include ‘safety from chronic threats such as hunger, disease and repression’ and ‘protection from sudden and harmful disruptions in the patterns of daily life’ (UNDP 1994: 23).1 Human beings need basic subsistence in addition to freedom from persecution and harm in order to be secure. In order words, the two key elements of human security are freedom from want and freedom from fear.
