ABSTRACT
There is more demand for health care services than can be met from the budget allocated to Oxfordshire Health Authority (HA). In the absence of a national framework for priority-setting and as it was faced with difficult decisions and the need to refuse some treatments, Oxfordshire HA developed a Priorities Forum. The work of the Forum is underpinned by an ethical framework based on the criteria of effectiveness, equity and patient choice.
