ABSTRACT
Among Western jurists and political philosophers — Richard Falk, Antonio Cassese, Norberto Bobbio, David Held and Jürgen Habermas for instance2 — the opinion is gaining ground that the achievement of a stable international order relies on an essential precondition: it is necessary, they maintain, to overcome the international anarchy which has been inherited from seventeenth-century Europe.
