ABSTRACT
In this section, I shall briefly review a general theory of equal opportunity that I have explained in detail elsewhere (Roemer, 1996, chapter 8; Roemer (in press)). In the next section, I apply the theory to determine the assessment of health insurance premiums on smokers, which shall be used to pay the costs of treating their smoking-induced lung cancer.
