ABSTRACT

This paper includes a number of quotations from my previous writings. In a British tradition one should deprecate, indeed avoid, such self-referencing. But in this case it seems appropriate. For much of my writing in the past few years on privatization and public enterprise has been for books, seminars or workshops run by Professor Ramanadham or by his network. Indeed he seems capable of extracting work from busy bees, ideas from labouring donkeys.
