ABSTRACT
The boundary between Quebec and the United States is patrolled but not defended. Its openness encourages economic, environmental and cultural links; but the very fact that it is a political barrier, like all international boundaries, inevitably reduces both the informal exchange and the administrative cooperation, whether voluntary or enforced, which characterize the relations between neighbouring places within states.
