First,theevents.TheAlKhalifahrulerin1799wasSalmanibn ~adibnKhalifah,andtherulerofMasqatwasSultanibnA.Q.mad, sonofthefirstAlbiiSa'1d1andmuchmoreinterestedthanhisfather hadbeeninmaritimeandcommercialaffairs.Inthespringof1799, Sultanassembledanexpedition,ostensiblytopunishtheAlKhalifah forfailuretopaywhatamountedtoprotectionmoneyatMasqat. SultanaskedtheBritishatBombaytoprohibitthesaleofanyvessels fromtheBombaydockyardstotheAlKhalifah,arequestwithwhich theBritishcomplied.2Sultantriedunsuccessfullytoenlistnaval supportfromtheportsofsoutherniran,butintheendsailedalone.
