ButthenationalityclausefortheKuwaitconcessionstillexisted,and GOCwasstillpreventedfromparticipatinginit.Pendinganoutcome toaresolution,AndrewMellonco-incidentallybecameUSambassador toLondon.Mellon'sfamilyhadfoundedGOCinwhichhepersonally hadsubstantialinterests.AlthoughtheDepartmentofStateappointed theCharged'AffairesattheUSEmbassyinLondontonegotiatewith theBritishgovernmentfortheremovalofthenationalityclause,in ordertospareMellontheembarrassmentofdoingsohimself,there canbenodoubtthathispresenceinLondoninanofficialcapacity promotedtheultimateliftingoftheclause.Andhere,theForeign Officewasinstrumental.Itwantedtodiscontinuewhatitsawas Britain's'dog-in-the-manger'attituderegardingtheentryofAmerican oilcompanies.AtaCabinetmeetinginLondonon6April1932,it suggestedthatSirJohnCadman,theChairmanofAPOC,firstbe consulted,and,pendinghisapproval,thenationalityclausebe removed.9Cadmanhadnoobjection,andsoon13April1932the Cabinetformallyapproveditsremoval.10
