Inthesamemonththeveteranintriguer,FranzvonPapen,the Fiihrer'sAmbassadorinAnkarareceivedanemissaryoftheexiledmufti ofJerusalemandsubsequentlywrotetoBerlinthatinhisopinion GermanyshouldendeavourtodominateIraqandtheGulfsothatin thefuture,afteritsItalianallyhadgainedcontrolofthe MediterraneanandtheSuezCanal,itwouldhaveanindependent wayofreachingthecoloniesthatitproposedtoacquireinEast Africa.Theseviewsdidnotfindfavourwithhismasterandinstead whenMolotov,theRussianForeignMinistervisitedBerlinHitler, hopingtoembroiltheSovietUnionwiththeBritish,suggestedthatit shouldexpandsouthwardstowardstheIndianOcean.
