ABSTRACT
Of the 10 per cent of students at UK universities and colleges who are from overseas, 40 per cent are from member countries of the European Union (Higher Education Statistics Agency 1995). Their numbers reflect the growth of study abroad programmes such as ERASMUS and ECTS sponsored by the European Commission. As such they are the most visible outcome of a macro-policy steer to higher education from outside of the UK. This chapter will consider the purposes of this policy, the responses to it by higher education institutions and the experiences of students and their teachers of its implementation.
