ABSTRACT
When regional planners and development agents glance at their maps of Kivu, in Eastern Zaire, they see the road network standing out in bold red ink, covering the entire region. The contrast between the map's optimistic promise and what the planners know to be reality is a potent reminder of economic decline and what has come to be known as the mal Zairois.
