ABSTRACT

On November 23, 1990, President George Bush signed into law important human rights legislation: the Native American Graves Protection and Repatriation Act (“NAGPRA”) (see Appendix 2). This legislation culminates decades of struggle by Native American tribal governments and people to protect against grave desecration, to repatriate thousands of dead relatives or ancestors, and to return stolen or improperly acquired religious and cultural property to Native owners.
