ABSTRACT

Between 1988 and 1990 the most radical and wide-sweeping administrative changes in the history of public education in New Zealand were made to the country’s entire national educational system. All levels, from early childhood to tertiary, were affected. This particular chapter focuses on the changes as they affected primary and secondary schools. Two reports, Administering for Excellence: Report of the Taskforce to Review Education Administration (1988) and Tomorrow’s Schools: The Reform of Education Administration in New Zealand (New Zealand Government 1988), “ushered in a period of educational upheaval unique in New Zealand’s history” (McLaren 1989, 1).
