ABSTRACT
The 1970s and 1980s were decades of economic crisis in England, reflecting the crisis of the world capitalist system. This period also witnessed a severe fiscal crisis of the British state and a political crisis for a Labour government followed by the growing power of a Conservative government, which showed an increasing ideological virulence and political capacity to restructure the state and education in relation to the economy, families, and educational workers.
