Introduction

Program design is both a product and a method. As a product, program design is a written document which prescribes the minimum sets of behaviors of multiple actors required for the program to achieve its goals. As a method, program design is a framework by which critical management decisions are made. It is a process which makes explicit the decisions and provides analytical tools for making those decisions.
