ABSTRACT

Since a collective work reflects the views of its authors, we may begin by seeing who was entrusted with the delicate task of evaluating and making recommendations on cooperation policy, which of course entails making assessments of development problems. The first striking feature – see Table I – is that members of all three Committees were mainly leading figures of the French establishment. One might have thought that a major qualification for these ‘wise men’ – as they were often called – would have been some actual overseas experience ; instead it can be seen that only a minority of members had any overseas experience. 1 This is astonishing, for it must be acknowledged that the nature of the problems in developing countries can scarcely be grasped by those without first-hand experience on the spot.
