ABSTRACT

Since the UK utilities were privatized, government and regulators have combined to bring about changes which are far reaching in their consequences for consumers. The introduction of competition has caused widespread rebalancing of prices, particularly in the residential sector. This chapter discusses such rebalancing from three viewpoints: how it is interpreted in the light of the requirement that these industries should show no undue preference or discrimination between consumers; the implications for economic efficiency; and the differential effects on household groups from the changes.
