When the Global Arises from Inside the National

What is it we are trying to name with the term ‘globalization’? In my reading of the evidence it is actually two distinct sets of dynamics. One of these involves the formation of explicitly global institutions and processes, such as the World Trade Organization, global financial markets, the new cosmopolitanism and the War Crimes Tribunals. The practices and organizational forms through which these dynamics operate are constitutive of what is typically thought of as global scales.
