It would be far better indeed for these great social and political problems to be resolved in the political arena by other branches of government… but these are social and political problems which seem at times to defy resolution. In such situations, under our system, the judiciary must bear a hand and accept its responsibility to assist in the solution where constitutional rights hang in the balance. (Hobson v.
