ABSTRACT

Besides a vicious intention by decision makers in siting polluting facilities (the intentional model of environmental justice, or EJ), 2 at least three other competing but non-exclusive explanations of EJ outcomes have been discussed: market dynamics, political power, and local land-use policies. In this chapter we focus on local land-use policies by adding zoning models to the EJ ABM. Zoning not only has the potential to correct or prevent environmental injustice, but to enhance urban sustainability overall.
