ABSTRACT
Communicable disease control has been a concern of states for as long as there have been states. Control of epidemic diseases, including legendary killers such as cholera, plague, and tuberculosis, is a coercive and expensive public good that can never be private and whose absence cannot be compensated by even the richest person's housing or flight.
