ABSTRACT

The primary teacher … has it in his power to establish a language policy across the curriculum. Whether or not he is taking that opportunity will depend upon the extent to which the various uses of language permeate all the other learning activities, or to which, on the other hand, language learning is regarded as a separate activity. The distinction is a crucial one, and a great deal follows from it. For language to play its full role as a means of learning, the teacher must create in the classroom an environment which encourages a wide range of language uses.
