ABSTRACT

Since the origins of Argentina as a nation in the 19th century, education has been a relevant issue, and the legislation at the time marked the way for future developments ever since. Governments of different ideologies made a point of expressing their commitment to education as a subject close to the hearts of people. Hence, in the 1990s, marked by an overall concern in the world about education, the state in Argentina was not an exception and sought to adapt to the times and extend the reach of education as a force for development. The first section of this chapter will describe the legal background that framed the debate during the last decade. This is followed by an account of some of the positions taken by specialists in the last 30 years.
