In the popular 1958 novel The Ugly American, authors William J. Lederer and Eugene Burdick offered a blistering indictment of American foreign policy. 1 The book was set in the fictional country of Sarkhan in Southeast Asia, where the United States was locked in a fierce battle with Russia against communism. In this struggle, Lederer and Burdick contended, the United States lacked both the capabilities and values needed to win the support of local citizens.
