ABSTRACT

Until the middle of the twentieth century, most water resource planning decisions were guided by the notion of maximizing the efficiency of water use. This was done by providing marketable goods and services without much regard for associated impacts. Water resource planning and management is a dramatically different enterprise now (e.g., Boland and Baumann 2009; Kiang et al 2011). Boland and Baumann (2009) point to three changes that have most dramatically influenced water resource decision-making over the last 50 years: (1) evolution of demand; (2) evolution of governance; and (3) evolution of analysis.
