ABSTRACT

The Indopotamia role-play simulations are designed to teach about negotiating transboundary or boundary-crossing water conflicts using the Water Diplomacy Framework (WDF) presented in this volume. There are four separate segments of the game. Each explores an important step in the negotiations required to resolve difficult disputes within a water network. The first gives game players an opportunity to apply what they have learned (by reading the relevant chapters of this book) about exploring interests and building coalitions. The second, that can be played at a later date or immediately after the first segment finishes, asks the players to share information and generate new information by applying joint fact-finding techniques. The third segment presses the group to engage in value creation through the generation of development options or packages and asks the group to prioritize these possibilities. The final segment gives the stakeholder representatives a chance to see if they can negotiate a formal agreement to manage the land and water resources shared by the three countries in the Indopotamia River Basin that includes provisions for addressing future problems or changes that may impact their agreement, such as new data, future disputes, or implementation failures.
