ABSTRACT

Holidays are an important part of our lives in Western societies, but still a distant dream for a large number of people. The mission of social tourism is to promote access to holidays, leisure and tourism for all (Belanger and Jolin, 2011). Social tourism started in 1936, when the International Labour Organization (ILO) agreed on the Holiday with Pay Convention (Convention no. 52). Later on this convention has also been mentioned in the Universal Declaration of Human Rights in 1948, where it is stated that ‘everyone has the right to rest and leisure, including reasonable limitation of working hours and periodic holidays with pay’ (International Social Tourism Organisation ISTO, 2011).
