ABSTRACT
The increase of uncertainty in the availability of water resources is perhaps the most significant challenge for water resource allocation today. The system of allocation of scarce and uncertain water resources under scenarios of increasing demands need to change for economies to prosper. Indeed, there is evidence showing that many of the social problems related to water allocation today are not trivial.
