ABSTRACT

This book is an exploration of how innovation policy is being developed and implemented as we begin the second decade of the 21st century. The book owes its origins to work carried out for the European Commission to review and examine the scope for innovation policies in a number of areas. Our book takes a number of these enquiries on what we believe are the most important topics and deepens and widens them, critically examining the literature to give an understanding of the policy foundations, the lessons learned from the experience of implementing such policies, and the scope for their further use. Our principle of selection for the book has been to demonstrate the breadth of innovation policies, to show government itself as an innovator, but, like all innovators, fi nding challenges and diffi culties realizing its aims and objectives.
