ABSTRACT

There is a great similarity and even an overlapping in the definitions of economic poverty, material deprivation and social exclusion; however, the terminological multiplicity is part of an expanding process of measuring poverty in a multidimensional manner rather than a solely economic one, and studies have shown that there is a limited overlapping between the segments of the population identified as being poor according to each method (Bradshaw et al., 2000; Burchardt et al., 1999; Perry, 2002; Saunders and Adelman, 2004; Tsakloglou and Papadopoulos, 2002; Whelan et al., 2001). Therefore, the question to be asked is, who are the poor? This chapter is an attempt at identifying and comparing the population segments in Israel that suffer from economic poverty, material deprivation and social exclusion.
