Following this line of thought, policymakers at the European Union (EC, 2011b) have set several initiatives which devote particular attention to the process of creation of such intangibles. In particular, the Europe 2020 Agenda has confirmed the previous Lisbon Strategy’s goal to make Europe more competitive through knowledge and technological change. Moreover, high levels of regional heterogeneity in terms of knowledge creation and absorption have motivated a special attention to the territorial dimension of this phenomenon.
