ABSTRACT
In May 2011 the negotiations in the Council of the European Union on the proposal from the European Commission for a Directive containing minimum standards for victims of crime started. Ten years after the enforcement of the Framework Decision on the Standing of Victims in Criminal Proceedings, twenty-seven member states gathered again to discuss rights for victims. Apparently the Framework Decision did not meet the expectations in raising the standards for victims in criminal justice.
