ABSTRACT
This chapter provides insight into housing policy development in Croatia and describes the emergence and implementation of social housing programs after 1990. In this chapter, social housing will be defined as rental housing with rents at below-market value. This part of the housing stock targets low-income households and households that, for various reasons, are receiving social assistance.
