ABSTRACT
Following the decision of the European Court of Justice (the Court) in C-532/06 (Lianakis) 1 the European Public Procurement community has had widespread discussions concerning the distinction between selection and award criteria. The Lianakis case has undergone thorough scrutiny both in national complaint boards and courts as well as in legal periodicals. 2
