ABSTRACT

Strategy links power to purpose, serves and fulfills policy, and provides a means for maintaining advantages for states. 1 Fundamentally, strategy results from identifying goals and objectives in policy, developing ways and means to achieve these ends, and allocating resources to implement plans to achieve them. 2 In this context, intellectual foundations, concepts, and topics for national space strategy to be developed, with a particular focus on the United States but including other important spacefaring states, are discussed in this volume.
