ABSTRACT

Every government and party organisation around the world has to grapple with the challenge of selecting and training capable and trustworthy individuals for the public service to serve in the interest of its respective institutions. China is no exception. For the Chinese Communist Party (CCP) in particular, this challenge is even more daunting as the rapidly changing socio-economic environment in China means that the party has not only to identify with the complex and diverse needs of society but to keep pace with the speed of change.
