The horde is out there, craving admission: by 1970 over 7 million will be squeezing inside the walls of U.S. colleges and universities (it is quite possible that there will be more and unlikely that there will be fewer); Britain expects half a million and Mexico a quarter of a million; in countries like Nicaragua, 7,000 would represent just as much of a burden on the public fisc as the greater numbers in the richer countries.
