ABSTRACT

The concept of resilience generally refers to the ability of a system to absorb, change, and still carry on. With its focus on “systems” the concept has been applied widely in the literature on ecology and environmental management (Goldstein, 2011). It has also been presented as a guiding principle in the assessment of community vulnerability and hazards mitigation (Godschalk, 2003). Much of this literature positions resilience within the context of natural ecosystems, for example keeping wetlands intact and mitigating the impact of development on the environment (Brody, Zahran et al., 2007; Brody, Highfield et al., 2007).
