ABSTRACT
The purpose of this chapter is to help test developers make tests that are as fair as possible for the many different groups of people within the test-taking population. You 1 will not be able to make fair tests by simply adding a review for fairness to your test development procedures. You must take actions to help ensure the fairness of your tests from the time they are designed to the time that the scores are used.
