ABSTRACT
While the government continues to make huge investments in irrigation-related infrastructure, of late there has been an over-emphasis on the augmentation of groundwater resources and the conservation of water in small water bodies, with a consequent focus on decentralized water harvesting and local groundwater recharge, in schemes such as NREGA (Bassi and Kumar, 2010). But there are no long-term strategies in sight for supporting large-scale irrigation development or promoting productivity in agriculture.
