ABSTRACT
Nanotechnologies are notoriously difficult to pin down. At the most fundamental level, nanoscientists and regulators struggle with their very definition. Are they technologies constrained within nano dimensions or technologies that contain nanoscale components? Many argue that functionality, rather than size per se, is the defining feature of nanotechnologies—the novel properties that some nano-particles possess (Wood, Jones, & Geldart, 2007).
