ABSTRACT
This chapter opens with a discussion of the principal reasons EU and US policymakers seek to strengthen transatlantic relations. This chapter compares policy competences in the two entities to facilitate meaningful comparisons of policy approaches. A framework for the overall book is elaborated and investigatory questions are posed.
