ABSTRACT

Climate change policy processes on low carbon development are emerging in all countries, stimulated by the international political framework. Policy processes can be characterized as a dynamic outcome of: knowledge and narratives; actors and networks; and politics and interests. This chapter explains the role of the UNFCCC in generating the development of low carbon policy. The complex framework of emerging incentives and policy mechanisms is explored, which reflects balances negotiated between developed and developing country governments at international level, which are then mediated within national frameworks. Enormous challenges remain related to contested issues on responsibilities between developed countries and major emerging economies, and the provision of resources for low carbon development policy pathways especially for the poorer countries.
