ABSTRACT

This chapter discusses how to link social policy with low carbon development. The chapter outlines some of the challenges to make social policy comply with low carbon development on one side and to support low carbon development on the other. It aims to discuss the main approaches on the welfare state, the market and climate change. This chapter aims to address issues from both developed and developing countries. The main argument of the chapter is that there needs to be a fundamental societal change such as reforming capitalism and world governance before social policy can really become low carbon.
