ABSTRACT

In 2003 Sri Lanka embarked on a journey to transform government and society through information and communications technology (ICT). An incorporated government agency was established, the Information and Communications Technology Agency (ICTA), with a mandate to implement this vision through an integrated and interdependent set of thematic areas and related programmes known as the e-Sri Lanka strategy roadmap (see Figure 12.1). The World Bank was and continues to be the major funder of the strategy. The timing of this major development initiative is significant. In 2002 a ceasefire had been agreed between the Government of Sri Lanka (GOSL) and the Liberation Tigers of Tamil Eelam (LTTE) who were fighting for an independent homeland in the north and east of the country. Multi-lateral and bi-lateral donors and GOSL immediately began to focus on post-conflict development of the country to recover from the social, human and economic devastation of a 20-year conflict.
