ABSTRACT

The previous chapters have analysed liberalisation, privatisation and marketisation processes and assessed their impact on employment, working conditions and service quality. This chapter links the main fi ndings from the various sectors and countries and integrates them into an overall conclusion. It starts with a brief account of major changes in markets, ownership and regulation. It then summarises the consequences for employment, working conditions and labour relations. The next section discusses the impact of liberalisation, privatisation and marketisation on effi ciency, services quality and users’ satisfaction. The chapter ends with an elaboration of the role of regulation in liberalised and privatised service markets and the role of trade unions in the struggle for high-quality and accessible public services.
