Creating a cultural organisation that avoids appealing only to a narrow elite is a major task, one that can take years to complete. There are many pitfalls and a host of pressures that militate against achieving this. Museums, in particular, are often passive and insular by nature, and frequently they are hidebound by regressive practices and attitudes that prevent them from fulfilling an active role in society. In this chapter I will explore how museums can work to remove obstacles that stand in the way of becoming more inclusive, focusing on such issues as leadership, mission and vision, governance, organisational personality, staff structures, finances, programming and promotion.
