ABSTRACT
It is widely agreed that low-carbon technology transfer to developing countries can both reduce greenhouse gas emissions and alleviate poverty. But there are also strong concerns that this kind of technology transfer is costly, time consuming and unattractive to private investors. These concerns need to be rethought.
